Details
Add Prometheus metrics and Grafana dashboard 
Instrument backend with prom-client: HTTP request count/latency,
WebSocket connections, Jira API health, session/vote/room counters,
and unique user/tenant tracking. Expose unauthenticated /metrics
endpoint. Include pre-built Grafana dashboard JSON.
